The accident occurred around 3 : 28 p.m. in the 1500 block of West Broad Street. According to the Richmond Police Department, Boggs was traveling eastbound on West Broad and had begun crossing Bowe Street when a dark-colored sedan, heading south on Bowe Street and attempting a right turn onto West Broad, collided with his bicycle.
