A man has been arrested in connection with a fatal shooting that left one person dead and another injured early Friday morning in Portland’s Hollywood District. Authorities say he deliberately targeted the victims.
Around 6:46 a.m. on Nov. 21, Portland Police responded to reports of gunfire in a parking garage on the 4200 block of Northeast Halsey Street. When officers arrived, they found two men — one was already deceased at the scene, while the other was rushed to a local hospital with non-life-threatening injuries.

The suspect, 39-year-old Daniel A. Snegirev, was not on scene and had fled by the time police arrived. But investigators say they developed information that the victims were not random targets — Snegirev allegedly singled them out.
Later that same day, Snegirev was taken into custody in Tigard, Oregon, by the Washington County Sheriff’s Office Tactical Negotiations Team. He was questioned by Portland detectives and subsequently booked into the Multnomah County Detention Center.
He faces a serious slate of charges: second‑degree murder with a firearm, attempted second‑degree murder, first‑degree assault, and two counts of unlawful use of a weapon with a firearm. At this time, police have not released the identities of the victims; officials say the deceased’s name will be made public after next of kin notification.
The Portland Police Bureau’s homicide unit continues to investigate. Northeast Halsey Street was temporarily closed between Northeast 42nd and 43rd Avenues during the initial probe. Authorities are urging anyone with relevant information to come forward, citing case number 25‑319415.
Despite the violence, Portland Fire & Rescue and other first responders were already on site quickly, triaging and treating the injured before transport. The scene remains under scrutiny, and law enforcement says they’ll release more details when possible — particularly once the family of the victim has been notified.
This arrest brings some immediate closure to a frightening morning in the Hollywood District. But for neighbors and loved ones alike, many questions remain: Why were these men targeted? What led to Snegirev’s actions? And most importantly, how is the community reckoning with yet another serious act of violence?
